The Chair requested Council
Member Boyer to review the recommendations of the Government Reform Study Group
(Ron Mallet, Sam Mousa, Steve Diebenow, Derek Igou, Wyman
Duggan) that had met (November 21, 2011, November 28, 2011 and November 29,
2011) and assessed the proposed government re-organization plan. The Study Group’s structural and technical
recommendations were summarized in a December 2, 2011 memorandum by Assistant
General Counsel Lawsikia J. Hodges. The
recommendations were voted on individually and rolled into a Committee
substitute. (see attached).
The Chair asked former
Jacksonville Children’s Commission Chairman Howard Korman to comment on the
multiple issues concerning the Children’s Commission that were components of
the reorganization plan. Mr. Korman
indicated that he was reluctant to comment because of ongoing discussions that
were underway with the Mayor’s Office regarding the proposed changes.
Tony Bates commented on the
Ethics Compliance Officer.
Judy Kline commented on
library issues.
