Council Member Daniels moved that the bill be voted up or down without consideration of the substitute resolution that was expected to be submitted.  After consultation with the Deputy General Counsel, the Chair ruled that the motion was out of order.

 

Council Member Lumb moved the substitute to the resolution.  He proceeded to explain and discuss what the substitute entailed noting that we should let the regulatory process precede as it was intended.

Chief Administrative Officer Kevin Hyde was available to address questions.

 

Howard Korman, Board Chair, Children’s Commission voiced concern about proposed changes in provisions for the Children’s Commission; felt that having the Executive Director appointed by the Mayor makes the Commission’s Board less autonomous; felt that making the Board an advisory  board would result in that body not being a board.

 

Council Member Lumb raised the question as to why changes were needed in the Children’s Commission.

 

Council Member Lee voiced her concerns about moving the Public Information Office to the purview of the Mayor’s Office.

 

Attorney William Scheu, formerly Chair of the Library’s Board, addressed library issues and proposed changes

 

After polling the Committee Members, it was decided to postpone action on the legislation and to resume discussion and deliberations at a special Committee meeting scheduled for Thursday, December 29th from 3:00 p.m. to 5:00 p.m.

 

There being no further business, the meeting was adjourned at 4:19 p.m.
