The Chair was curious as to why Fire & Rescue was involved with off-coast rescue missions that were recently reported.  He thought that this was the purview of the U.S. Coast Guard.  Fire & Rescue Chief Kurt Wilson said that since 911, the range of Coast Guard missions and responsibilities had been altered.

                                    PUBLIC COMMENTS

 

At the close of the agenda, the Committee turned its attention to the items on the RCDPHS Priority Action Sheet.  Two of the items that the Chair listed were considered and discussed.  The Committee heard a presentation on bicycle and pedestrian safety by Garth Cooper of the Jacksonville Bicycle Coalition.  Mr. Cooper depicted Jacksonville as essentially unfriendly to bicyclists largely because of a lack of education on the part of automobile drivers and the police.  He explained why Portland, Oregon was considered (nationally) as having the most ideal conditions for bicycling.  Council Member Lumb questioned Mr. Cooper on the $15,000 figure that Mr. Cooper cited as the amount of money the City would save per vehicle if vehicles were removed from the roadways.  Matt Uhrig, Harley Michael Henry and Jennifer Kubicki, also with Jacksonville Bicycle Coalition, commented on the obstacles that bicyclists and pedestrians had in Jacksonville and offered recommendations for change.  The Chair and Council Member Boyer suggested that the Jax Bicycle Coalition put a priority list of their recommendations together and submit it to the Committee for future Committee meeting deliberations and actions.

 

The Committee next heard a presentation on a proposed gun buyback program by Alexandria Corder Jax Youth Works.  She described a proposed gun buyback program that would enlist the cooperation of the Sheriff, the Mayor and the private sector.  Ms. Corder related the successful programs that Orlando and Staten Island (NY) had experienced.  Council Member Lumb cited JCCI studies that have questioned the worth of gun buybacks in reducing crime as opposed to going after the individuals and felons that possess and use guns in committing crimes.  The people carrying and using the guns should be targeted rather than the guns per se.  Council Member Daniels suggested that Ms. Corder meet and work with her in pursuing some of Ms. Corder’s objectives.

 

Council Member Daniels suggested that two items be added to the Priority List: (1) the inconsistency of tree maintenance at stop signs in different Council Districts and (2)  J. P. Small Park (Durkeeville Ball Park) and the inability of the people who live in the community to use the park.
