Council Member Schellenberg was concerned with the term “miscellaneous” in describing services delivered by the Military Affairs, Veterans & Disabled Svcs Division.  Harrison Conyers explained the components of the bill and described the numerous events supported, merchandise purchased and emergency assistance provided by the funding and programs (i.e., wheelchair ramps for homes); Council Member Schellenbeg wanted an amendment to change the language from “miscellaneous” to “special projects.”

The Chair provided some background on the legislation.  It had been legislation introduced by a predecessor, former Council Member Art Graham, after discussions with JEA.  Nancy Kilgo, JEA, explained that when JEA realized that it needed a major power plant in the Southeast area of the County, JEA felt that it should commit to doing something for the community for siting a plant of this magnitude.

Council Member Boyer inquired about maintenance costs associated with the park.  Kelly Borree, Deputy Director of Recreation & Community Services, indicated that she intended to issue an RFP for park management and that the management contract would include a component for park maintenance.  Council Member Lumb indicated his misgivings about JEA’s feeling compelled to build parks and questioned JEA’s motives.  Kelly Boree indicated that JEA’s contribution to the City ($1,000,000) helps to pay with the high costs of designing and building a park.  The Council Member moved to defer the bill until more information was acquired and questions addressed.  The motion failed and the bill was recommended for approval.

At the end of the committee’s agenda, the Chair turned to the Equestrian Center and asked Council Member Doyle Carter to apprise the Committee on the status of issues.  Council Member Carter referenced the special meeting held earlier in the week with the various interested parties and that information and materials (information packets) were available.  Council Member Carter sought to underscore the economic impact of the equestrian center.  The Chair suggested that Council Member Carter bring the findings of a working group to a future Committee meeting and the Committee would have a workshop that focused solely on the equestrian center’s potential.

 

At a previous Committee meeting, the Chair had entertained the notion of Committee Members suggesting possible areas of study that the Committee could conceivably address in the coming months now that the budget issues were behind us.  Council Member Lumb suggested that the Committee look at rescue vehicles to determine whether they were equipped with the right medical supplies; he suggested that the Committee look into violence-prone facilities in the City such as apartment/housing complexes and possible measure that the City could implement to reduce violence. 

 

Council Member Reggie Brown suggested that the Committee look into measures to clean up City-owned buildings and properties such as abandoned buildings in the neighborhoods; that the City address the need for safe and cleaned-up retention ponds; tagging abandoned vehicles; the regulation of ice machines in neighborhoods; and park maintenance and safety.

 

Council  Member Boyer suggested that the Committee revisit the provision of a special reserve for capital maintenance  in capital projects; that the Committee look into public-private partnerships for capital improvement initiatives; and that the Committee explore the potential of community gardens, citing the successful community gardens in Springfield that were brought to her attention.

 

As there was no further business, the Committee adjourned at 3:20 p.m.
