Council Member Lori Boyer explained the components of the substitute bill.

Council Member Kimberly Daniels distributed material on the Florida Hardest –Hit Fund program and asked Housing & Neighborhoods Director Wight Greger if she was familiar with the program and to share her thoughts on the program, as an alternative to the City’s endeavors to assist homeowners in preventing foreclosures.  Director Wight indicated that she was familiar with the Florida Hardest-Hit Fund program.  A key difference in the City’s program and initiative and Florida Hardest-Hit Fund was that the City required that homeowners be employed to qualify for available assistance; to qualify for the Hardest-Hit program, homeowners had to be unemployed.

 

Director Greger commented on the legislation’s intent and a number of questions were raised and fielded on the role of Code Enforcement and the use of property registry as a tool in advising homeowners of their obligations to eradicate blight.
