Council Member Doyle Carter raised the 10% waiver issue that had previously been raised and weighed during the Finance Committee’s deliberations on the ordinance.  Council Member John Crescimbeni elaborated on his concerns regarding the requirement of Kaman to hire 10% of the 200 jobs component of the development agreement.  Joe Whitaker of JEDC fielded the many questions on this and other issues.  John Haley of the Chamber of Commerce’s Cornerstone arm provided the Committee with background on Kaman’s presence and operations in Jacksonville and fielded questions, as well.  Both indicated that while Kaman could not guarantee that 10% of the 200 jobs would be filled by residents of the Enterprise Zone, Kaman was committed to exert its best efforts to meet the requirement.  Council Member Reggie Brown was concerned that firms coming before the Council seeking approval of QTI refund programs often profess their best efforts to meet certain requirements but fail to fully reach out; he was not confident that efforts were being made to seek out qualified job applicants in the communities.  Jim Melvin, vice president of Kaman’s Jacksonville’s operations also fielded questions and concerns that were raised by Council Members Crescimbeni, Boyer, Lumb, Schellenberg and Carter.  Mr. Haley offered to meet with Council Member Reggie Brown and the other Committee members, individually, to further discuss the issues and concerns raised.
