RULES COMMITTEE AGENDA MEETING MINUTES

 

October 31, 2011

Attendance:  Committee Chair Bill Bishop; Committee Members Lori Boyer and Matt Schellenberg; Council Member Doyle Carter; Sean Costigan, Office of Council Auditor; Mary Jarrett and Peggy Sidman, Office of General Counsel; Philip Zamarron and Rick Campbell, Office of City Council; Jessica Deal, Office of the Mayor; Susan Stewart, Duval Delegation; Bill Killingsworth, Planning and Development Department

 

The Committee Chair, Bill Bishop, called the meeting to order at 9:30 a.m. and took everyone through the marked agenda containing the suggested committee actions.

 

Changes, additions, and comments concerning the agenda as marked included:

11-89 C/M Boyer addressed comments made at the last committee meeting that this national         holiday should be treated similar to the others, and asked for information concerning City    funding for other national holiday events; Ms. Sidman advised that a budget from the    provider has not been received

11-388 Ms. Deal requested deferral; introducer will be asked if this is agreeable

11-554 Public hearing scheduled for today; it was noted that substantive changes could result in     the court system handling the redistricting

11-568 After discussion concerning JPA’s position and the Duval Delegation’s schedule, it was     indicated that deferral in committee is likely

11-596 C/M Boyer advised that the bill is to be withdrawn, and Ms. Deal concurred; it was           anticipated that legislation addressing the issue will be introduced after further work

11-687 Mr. Hodges will be interviewed today at his request to accommodate his schedule

 

As an item on the front of the agenda, it was noted that Mr. Kluessner would be present only for interview as a candidate for appointment to the Jacksonville Health Facilities Authority.  It was explained that emergency action upon introduction at the next City Council meeting may be requested to remedy quorum problems.  Ms. Sidman will have copies of his resume at the meeting.

 

The meeting was adjourned at 9:40 a.m.
