Bill Summary

 

A public hearing was held, during which the committee was asked to consider school feeder patterns as part of the redistricting.  Pending action at a noticed meeting tomorrow, another map containing minor changes may be proposed as a floor amendment at the City Council meeting.  C/M Schellenberg expressed his view that the current plan before the committee does not provide for compactness and communities of interest.  Discussion included making a Charter amendment such that the Duval County School Board would be responsible for its own redistricting in the future.  Detailed minutes of the public hearing portion of this meeting have been filed separately and are available.

Bill Summary

 

Discussion included potential savings, ballot length, affect on turn out, voter drop-off, confusion on the part of voters, and local elections possibly being overshadowed.  It was noted that similar proposals have been considered, and that if the voters truly wanted a change they could make it happen.  Mr. Holland addressed questions and stated that he had not requested introduction of this item.

Mr. William Kluessner was present for an interview relative to his appointment to the Jacksonville Health Facilities Authority.  It was noted that his appointment is not a numbered item on the agenda, and that emergency action may be requested at the next City Council meeting due to problems the authority is having in obtaining a quorum for meetings.  Explanation was given that members have moved or taken jobs out of town, and a pending bond action is in jeopardy as the authority has been unable to meet.  Upon learning the authority does not meet often, it was suggested that consideration be given to introducing legislation that would eliminate the authority and have the City Council assume its functions.
