The meeting was called to order at 9:30 a.m.

 

Sean Costigan reviewed the marked agenda provided by the Council Auditor’s Office which included 1 item marked for withdrawal, 3 items marked for deferral, 33 items ready for action (1 to be substituted and re-referred, 1 for action as an emergency), and 8 items to be read a second time and re-referred.

 

2010-855 (amendment to Interlocal Agreement with Town of Baldwin re: fire and rescue service) – Bob Johnson noted that the administration and the Council Auditor’s office differ on the effective date of the agreement revision and he will ask for consideration of an amendment to the amendment shown on the marked agenda.

 

2010-884 ($40,000 appropriation from the Environmental Protection Trust Fund for a Hemming Plaza low impact design competition) – the administration requests deferral for one cycle.

 

2011-24 (amendment to recently-enacted regulations on adult amusement arcades and electronic game promotions) – it was explained that the request for emergency is due to the fact that the City of Neptune Beach is currently considering a regulatory ordinance for these businesses and wants the City of Jacksonville to give jurisdiction over the businesses to the independent municipalities.

 

2010-902 ($100,000 appropriation for dredging of Riverside Park duck pond) – Councilman Corrigan would appreciate having the item taken up early in the agenda so that he may be present to address questions.
