The meeting was called to order by the Chairman at 1:32 p.m.
The Chair announced that there would be two presentations during the Committee meeting following the regular agenda items. Quality Industries, at the invitation of Council Member Gaffney, would be making a presentation on their program for the City’s cost savings for street lighting. JTA would be making a presentation to explain their proposed base fare rate increases.

On Item #3, RESO 2011-607, Req FDEP to Delay Issuance of the Georgia-Pacific Paper Mill Discharge Permit, Council Member Lumb noted that he had missed the meeting when the matter was last before the Committee, when a vote had been taken. Council Member Lumb asked if it would be possible to defer action in the Committee for another cycle; he is working on a substitute resolution and wanted to have an opportunity to talk further with FDEP officials and the St. Johns Riverkeeper. The Chair indicated that while there would be no speakers to address the issue today, he would open the meeting up for questions; he would then defer the bill for one more cycle.
There being not further business, the agenda meeting was adjourned at 1:38 p.m.
