Jackson, Council Research Division.

 

The Chair called the meeting to order at 1:36 p.m. and proceeded to review the agenda.

 

The Chair announced that he was deferring Item #4, ORD 2011-164, re Duval County Courthouse Facilities Proj; Providing for Closing & Abandoning W. Monroe St. bet Broad & Pearl Sts, at the request of the Committee’s Vice Chair (Corrigan) who would be unable to attend today’s Committee meeting.

 

On Item #13, ORD 2011-203, Auth Lease Agreemt with II C. Kim (Lessee) for 5 Yrs with 1 Renewable Option of 5 Yrs for 1,875 Sq Ft on 1st Fl of Ed Ball Bldg, 214 N. Hogan St. Initial Rate of $2,890/Mo % a 3% Annual Escalation, Council Member Joost wanted to make sure that Public Works’ Real Estate Director, Bob Williams, would be at the meeting to address a question on the Annual Escalation rate. 

 

On Item #16, ORDD-MC Amend Chpt 320 (Constrn Regs & Bldg Codes), Part 4 (Permits), Sec 320.403 (d)(9)(Approval of other Authorities), Code & Chapt 654 (Code of Subdiv Regs) by Creating New Sec 654.123 (Design Standards: Ash Mgmt Plan for Brown’s Dump & Jax Ash Sites), to Codify the Ash Mgmt Plan, Assistant General Counsel Dylan Reingold explained that the issue that had to be resolved was the specific placement of the Ash Management Plan in the Ordinance Code.

 

On Item #17, ORD Estab Temp Moratorium of Dev Agreemt Fees & Fair Share Contract Assessmt Pymts per Chapt 655, Ord Code (Concurrency Mgmt System), Assistant General Counsel Dylan Reingold indicated that though the items being deferred, the bill’s sponsor, Council President Webb, had expressed the hope that the Council Auditor’s Office would be able to cite the Council Auditor’s Office concerns with the legislation.
