Barton, Executive Director, the Jacksonville Economic Development Commission,
made a PowerPoint presentation in support of the ordinance. He provided background and highlighted the
merits in creating a pedestrian plaza at the Courthouse. The key objective for the front of the new
courthouse building should be the pedestrians and their interface with the
building. Architect Ted Pappas noted
that there was a distinction between what some perceived as a “roadway” and
“vehicular access. Breaking up
downtown’s grid would have an adverse effect on downtown life. Council Member Crescimbeni inquired about
the original intent of the Council in earlier legislation that provided for |

& Development representatives explained the intent of the legislation;
citizens from the affected properties explained their point of view. Deputy General Counsel Rohan reminded the
Committee that as a Quasi judicial action, all of the arguments and evidence
had to be considered and weighted. The
Chair indicated that the matter would be resolved at the next Committee
meeting when all of the arguments and evidence could be weighed. |
