AMENDMENTS and SUBSTITUTES

12-424	Amendment	Per OGC, the Amendment adds the following conditions to the PUD: 1) The Subject Property shall be developed in accordance with the Development Services Division Memorandum dated July 18, 2012 or as otherwise approved by the Planning and Development Department; 2) The Subject Property shall comply with Off-Street Parking Regulations as set forth in Chapter 656 (Zoning Code), Part 6; 3) The day care center shall not exceed 50 children, or the number of children authorized by the Department of Children & Families (DCF), whichever is less. The minimum parking required for the subject property shall not be reduced to allow a playground for the day care center.
12-433	Substitute	Removes Ordinance Code waiver re: cash funding for vehicle replacement; revises employer contribution percentage to pension funds; adds a requirement for Public Works Dept. to report quarterly on allocation of employees to stormwater utility vs. other functions; reduces Police and Fire Pension Fund administrative expense budget by $650,000; corrects the date of the required annual Jacksonville Journey progress report; waives two debt management policy debt-to-property-value maximum ratios; revises charge for downtown residence/small business solid waste service; increases Children’s Commission budget amount by $1,064,883; reduces employee cap from 7,209 to 7,087; reduces number of temporary hours authorization from 1,418,103 to 1,403,883; increases JAA temporary hours authorization from 4,160 to 10,400.
12-434	Amendment	Attaches Revised Exhibit 1; adds new Exhibit 2 listing CIP projects not lapsed for informational purposes only; adds a waiver of the requirement that mid-year CIP amendments include a finding of detriment to the public interest by not making a mid-year change for purposes of allowing a revision of the CIP when the administration and Council Auditor finish a review of all uncompleted projects by December 2013; amends the San Marco Streetscape project to expand the project boundaries and reduce the project budget by $1 million; adds a new project for New World Avenue design and permitting; waives the Ordinance Code provision excluding routine street resurfacing from the definition of “capital improvement project” for FY13.
12-435	Amendment	Reduces new borrowing authorization and net proceeds increase by $1,696,100; attaches Revised Exhibit 1; corrects a scrivener’s error.
12-493	Amendment	Amends bill title to include the account name from which the appropriation is being made.
12-502	Amendment	Per OGC, the Amendment adds the following conditions to the PUD: (1) Development Services Division Memorandum dated August 30, 2012 or as otherwise approved by the Planning and Development Department; (2) The Subject Property shall be developed in accordance with the Environmental Quality Division Memorandum dated August 21, 2012 or as otherwise approved by the Planning and Development Department; (3) The maximum depth of the borrow pit on the subject property shall be twenty-three feet; (4) The proposed borrow pit shall comply with Section 656.905 (Borrow pit) of the Zoning Code; (5) The borrow pit excavation shall commence within a year and a half from the effective date of the ordinance; and (6) The hours of operation on Saturday shall be limited to 8 am to 1 pm.
12-503	Amendment	Per OGC, the Amendment incorporates a revised PUD site plan, dated July 11, 2012.
12-504	Amendment	Per OGC, the Amendment incorporates a revised PUD written description, dated September 13, 2012 and a revised PUD site plan, dated August 31, 2012
12-505	Amendment	Per OGC, the Amendment revises the rezoning request from PUD to AGR to a rezoning from PUD to RR-Acre.
15-506	Amendment	Per OGC, the Amendment (1) reduces the acreage from 0.59 of an acre to 0.53 of an acre; (2) attaches a revised legal description; and (3) removes a portion of RE number 097490-0000.
12-507	Amendment	Per OGC, the Amendment (1) increases the acreage from 0.11 of an acre to 0.57 of an acre; (2) attaches a revised legal description; and (3) adds RE number 047274-0000.
12-508	Amendment	Per OGC, the Amendment grants the sign waiver subject to the following condition: (a) The sign shall not be located within 25 feet of any intersection of two or more right-of-way lines.
12-509	Amendment	Per OGC, the Amendment grants the waiver of road frontage.
12-532	Amendment	Per OGC, the Amendment affirms the Planning Commission decision to approve the PUD minor modification and incorporates the following additional conditions: (1) Prior to issuance of a Certificate of Occupancy for any residential units, the Applicant shall construct the 86 dedicated marina parking spaces and convey fee title to the 86 parking spaces to the marina owners association upon completion of the construction of the parking spaces; (2) There shall be a minimum of 496 parking spaces for the residential units, with a minimum of one space per bedroom; (3) The property shall be developed in accordance with the site plan, dated September 14, 2012; and (4) Prior to issuance of a Certificate of Occupancy for any residential units, the applicant shall install a 10 foot wide 95% opaque, six foot tall landscape buffer in the pervious area between the drop off loading area and the northern façade of the Water’s Edge Development.
