need to reactivate the JIA CRA with an updated CRA improvement plan based on
the recently-completed consultant study and explained the future funding
commitments of the JIA CRA. T.R.
Hainline representing several Northside developers discussed how this bill
has changed from its introduction in July to the present in response to
questions and issues raised by council members, the FDOT, the Office of
General Counsel and interested citizens.
The Council Auditor’s Office had not had time to review the documents
received in the City Council offices on Friday afternoon and hoped that
action could be delayed to a later time.
Sam Mousa representing the company constructing Max Leggett Parkway
explained the need for a prompt decision (before the end of the year) as to
how to proceed with the road construction because of cost and funding
implications for the project. James
Bennett of FDOT explained the department’s plan for timing and funding of the
project. Council Member Boyer will
offer an amendment at the appropriate time to clarify that the potential
expansion of the CRA mentioned in the recently completed study is not being
adopted as part of the CRA plan and the CRA’s boundary is not being expanded. DEFER Special Meeting

Amend/Approve Jack Shad, the Chief of Public Parking, explained the need
for a cohesive parking policy that best utilizes the City’s parking assets
for downtown redevelopment purposes, particularly to respond to the market’s
desire for large blocks of discounted parking for employees and
customers. The bill is intended to
provide flexibility and rapid response to market conditions without having to
make changes via Ordinance Code amendment.
Council Member Boyer suggested several amendments. Mr. Shad stated that there is no longer any
debt service being paid on any City-managed parking facility and talked about
the market’s need for long-term parking leases on blocks of parking for
employees. The committee discussed the
appropriate role of City Council in approving or merely being informed of

At the conclusion of the
agenda, City Budget Officer Glenn Hansen discussed the City’s Capital
Improvement Program. 1,200 individual
projects have been identified to be researched by a multi-departmental team
with the results reviewed by the Council Auditor’s Office on a weekly basis for
degree of completion and amount of funding remaining, if any. To date 146 projects have been researched and
$55,000 in remaining funding has been identified. Many projects are bond funded and considerable
research will be necessary to determine the restrictions in the bond covenants
on types of uses to which any remaining funds can be redirected. Mr. Hansen explained the difference between a
project being “complete” and ultimately being deemed “closed.” The difference between bond and Banking Fund
authorization, issuance and expenditure was also discussed. He hopes the process will produce a common
database that all parties will recognize as definitive.
Public Works Director Jim
Robinson gave a brief report on an RFP for a revised right-of-way maintenance contract
mentioned to the Finance Committee during the budget preparation process. The RFP will be issued on December 19th,
and the department will schedule meetings with any interested council members
prior to that time for discussion and questions. The department intends to review the RFPs
and select a contractor to be in place for the start of the mowing season on
March 1st. Council Member
Boyer asked that a mechanism be developed for private organizations to
contribute to enhanced maintenance levels in Town Center neighborhoods which
does not exist now because the City’s operating procedures are problematic with
regard to liability for working in the right-of-way, differing levels of
service provided by the same contractor in different parts of town, segregation
of private funding contributions, etc.
