the beginning of the meeting the committee heard a presentation from Usha
Mohan, Chief of the Information Technologies Division, and Undersheriff Dwain Senterfitt
regarding talks between the ITD and JSO on issues of consolidation and
cooperation in the area of information technologies between the two
entities. Ms. Mohan and Undersheriff
Senterfitt described several new initiatives and distributed a document showing
collaborative possibilities and time frames.
The agencies are planning to share data lines and mobile device
management as a starting point, and will continue to meet regularly to share
ideas and build cooperative relationships.

of hiring paid lobbying firms versus using City employees. Mario Rubio, the City’s on-staff
legislative affairs employee, described his work in the state capital. The committee debated the benefits of the
City’s membership in the Florida League of Cities and Association of Counties
and discussed the merits of trying to develop a regional legislative presence
for Northeast Florida to counterbalance the large population advantage of
South Florida. The committee discussed
the appropriate role of the City Council and the Mayor in setting legislative

Council Member Anderson noted
that the Finance Audit Subcommittee would be meeting immediately after the
adjournment of this meeting in Conference Room A to discuss the independent
auditor contract with McGladrey and Pullen and the Council Auditor’s two most
recent audits: #720 – Property Appraiser’s Office and #721 – Oceanfront Parks
Revenues.
Council Member Boyer reported
that the Finance Department has started working on a complete CIP project
listing of all authorized, funded, under construction and completed projects as
requested during the budget process, but the task is of a magnitude that will
likely prevent it from being completed by the end of 2012 as originally
promised.
Jessica Deal of the Mayor’s
Office distributed a sample budget transfer reporting form as requested by the
committee at its last meeting, showing transactions for the last quarter of
FY11-12. Comments and suggestions on
format and content are welcomed.
Assistant Council Auditor Janice Billy suggested a column noting which
transfers are related to capital projects listed on Schedules B1a and B1b
attached to the budget ordinance.
