Sheriff’s Office, and Council Auditor Kirk Sherman. Undersheriff Senterfitt reported that the
JSO believes it can cover the additional worker’s comp expenses assigned to
the department through additional savings measures in the current budget
(above and beyond the $10.5 million already identified and previously
allocated to the department as carry-over to FY13). Kirk Sherman warned that the projection for
a year-end surplus in FY is exceedingly slim and depends on there being no
more negative findings or variances in the remaining weeks of the fiscal

Duckworth at length about the reasons for and timing of the spike in worker’s

the conclusion of the agenda Dr. Quinton White of Jacksonville University, the
City’s manatee and river research consultant, discussed the City’s proposal to
discontinue funding for the university’s services related to the manatee
protection plan, including the aerial surveys.
Kristina Nelson of the Office of General Counsel answered questions
about the requirements of state and federal regulators with regard to the
manatee protection plan. Dr. White noted
that the City’s contract with the university covers more than just the aerial
manatee surveys, also including data collection and management, education and awareness
activities, support to the Waterways Commission, and other services.
Council
Member Boyer made a presentation on her research into the Public Service Grant
process. She investigated the
application scoring and ranking mechanism and the distribution of funding among
the City Council-identified priority populations. Ms. Boyer believes that several improvements
could be made to the processes.
In
response to a question from Chairman Crescimbeni, Chief Financial Officer
Ronnie Belton stated that he could not comment on the status of the facilities
management RFP selection process.
