NOTE:  The next regular meeting will be held on Wednesday, September 5, 2012.

 

Chairman Crescimbeni announced that an additional budget hearing has been added from 9 a.m. to 4 p.m. on Wednesday, August 29th.  The meeting will be recessed for 2 hours at mid-day to enable members to attend a Chamber of Commerce function scheduled that day.  He also noted that the Friday, August 24 budget hearing include discussion of the Public Works Department and its Solid Waste Division, including the landfill tipping fee for Atlantic Beach and Neptune Beach.  Council Member Gulliford and the Council Auditor’s Officer were requested to invite representatives of those cities to be present for the discussion.

 

Council Member Anderson announced that the Finance Committee’s Audit Subcommittee would be meeting immediately following the conclusion of the Finance agenda in Conference Room A in Suite 425 to receive the City’s annual independent audit from the auditing firm.

Deputy General Counsel Steve Rohan stated that the administration and the City Council can both conduct investigations simultaneously by means of issuing RFPs for the use of various properties without being in conflict or having one RFP “trump” the other.  Supervisor of Elections Jerry Holland urged the Council to move expeditiously to identify a site for a new elections facility to replace the Gateway Center office/warehouse while the elections office has a window of opportunity between the general election in November 2012 and the next regularly scheduled elections in 2014.  He does not believe that the administration’s pending RFP will sufficiently study the questions that need answering with regard to a new elections facility.  Council Members Gulliford and Joost recounted the deficiencies of the current Gateway facility.  John Jones, City Real Estate officer, was tasked to advise the committee by next Tuesday’s Council meeting if he could complete the proposed study within 30 days or if more time was needed.  Chairman Crescimbeni suggested the possibility of exploring an amendment to the Ordinance Code to add a provision authorizing the City to withhold lease payments to a lessor that owes the City overdue property taxes or service fees.
