Bill Summary PHS: Substitute/Approve Council Member Holt explained the origin of the AES Cedar
Bay Cogeneration Settlement Fund and the decision to use the fund to purchase
the Thomas Creek property, one of only three Revolutionary War battlefields
in Florida. The property is 845 acres
and is appraised for $7.1 million.
Funding would include a $5.3 million federal Legacy Land grant, $1.5
million from the Cedar Bay settlement fund, $200,000 from the City’s Archie
Dickenson Park fund and $100,000 from the Trust for Public Land. Mr. Holt acknowledged that one of the
parcels is subject to a possible foreclosure proceeding. Jessica Deal indicated that the
administration is not in favor of the acquisition at this point because there
is not a current cooperative agreement with the National Park Service to
maintain the property. Shauna Allen of
the National Park Service state that the Park Service is in the process of
extending the existing cooperative agreement with the City and State of
Florida for shared operation of the Timucuan Historical and Ecological
Preserve (the agreement is in Tallahassee for the state’s signature) and that
the Park Service is committed to paying all maintenance costs. DEFER |

have to be somewhat general since changing economic and market conditions make
it practically impossible to guarantee what type and amount of development will
take place. In response to a question
about the definition of “substantial business interest” as a qualifier for
service on the DIA board, Peggy Sidman of the General Counsel’s Office stated
that it has traditionally been a case-by-case decision by City Council as it
considers the particular qualifications of a board nominee for a particular
position. The committee discussed
whether the language describing the staggered terms of DIA board members on p.
9 was sufficient.
