At the beginning of the meeting Council
President Bishop welcomed the new committee and thanked them for their
willingness to serve. The President
plans to attend as many budget hearings as possible. He thanked the committee for continuing to
hold joint meetings with the Rules Committee on the economic development reform
legislation, and urged the committee to try and finish work on those bills
before the budget hearings begin in August.
Council Auditor Kirk Sherman gave a
brief overview of the FY12-13 budget process and Mayor’s budget proposal. The first action item will be a resolution to
comply with the state’s Truth In Millage (TRIM) requirements that will set the
“rolled back” millage rate (the millage that, when applied to the 2012 property
values, would produce the same dollar amount of tax revenue as the 2011
valuation) and establish the proposed millage rate for the upcoming year. That bill will be introduced on July 24th
and is generally acted on as an emergency and passed on the night of
introduction in order to meet the state deadline of August 4th to
report the rates to the Property Appraiser for advertisement. Mr. Sherman noted that the tentative millage
rate set next week is the highest rate that can be levied without a
re-advertisement process. The rate can
be lowered without difficulty, but raising the millage rate over the rate
initially advertised incurs additional time and advertising expense.
The Finance budget hearings have been
scheduled for the second, third and fourth weeks of August, with meetings all
day on Thursday and on Friday morning.
Additional days have been tentatively booked at the end of the month in
the event that the process takes longer.
Mr. Sherman encouraged committee members to ask any questions they may
have or make requests for particular information early in the process so that
his staff can be working on those requests and obtaining the information from
the budget office. Early requests will
make the process easier for everyone.
Mr. Sherman offered several items of
potential concern from his initial quick review of the Mayor’s budget
proposal. First, he cautioned that the
substantial lapse factor built into the budget may be very difficult to achieve
given the number of employee positions that have been eliminated in the last
couple of years and the additional cuts that are proposed for the upcoming
year. That will substantially reduce the
number of vacant positions that can be used to apply to the lapse factor. Second, he has concerns about several of the
revenue numbers that are projected to increase from the current to the next
year. The administration is counting on
revenue from red light camera enforcement, a program that has not yet begun, so
any revenue figures are necessarily rough estimates. Also, pursuant to state law, whatever funds
are generated must be sent to the state first and won’t be rebated back to the
City until next June, three quarters of the way through the fiscal year. He is also concerned about the proposed
increase in state shared revenues given the state’s fiscal condition. Mr. Sherman identified $35 million in
potentially questionable revenue items that will demand a very close look.
Finally, Mr. Sherman noted that the
proposed budget does not include funding for the City to exercise its option to
buy the Jake Godbold Building from the Police and Fire Pension Fund, which he
strongly encourages. The City is paying
11.9% interest on the PFPF’s $10 million investment in that building which is
extremely expensive in today’s credit environment. The City has an opportunity once every four
years to exercise an option to purchase the building and this is an option
year.
