Steve Diebenow representing Hallmark Partners answered questions regarding the project and alterations to the original economic redevelopment agreement for this project approved in 2007.  The committee debated at length the merits of the proposed project and the City’s funding role.  Council Member Anderson announced that he would be withdrawing his previously-filed conflict of interest statement and would be taking part in debate and vote on this item.  The potential conflict of interest had existed because his employer (EverBank) was formerly under consideration to provide the project developer with a loan to finance the project.  The developer is not going to pursue bank financing at this time, so there is no potential for financial gain to EverBank or the council member and therefore no conflict of interest.  Council Member Boyer urged that a very specific site, amenities and use plan be submitted for the public open space element of the project, and that Council restrict the ability of the Planning and Public Works Departments to grant administrative deviations to the open space plan so that the final product is what the Council approved and expects to be created.

The committee discussed the timing of the budget submittal, the definition of what it means to “submit” the budget (interpreted to be filing with the Legislative Services Division), and when the Mayor should give the annual budget address.  Council Member Jones suggested the possibility of an Ordinance Code amendment to move the budget submission deadline to the third Monday in July to avoid the problem of the 15th occasionally falling on a weekend.

The committee discussed the project at length with Joe Whitaker of the JEDC and Diana Haramboure of First Coast Service Options, a subsidiary of Florida Blue and the recent purchaser of Novitas Solutions.  The committee approved two amendments: 1) remove a scrivener’s error of duplicated language in the bill title, and 2) change the phasing schedule of the promised job creation to 160 jobs in the first year, 45 in the second year and 45 in the third year.  The committee expressed a desire to see additional language in the bill and the agreement to preclude Novitas from counting the transfer of current Florida Blue or First Coast Service Options employees to Novitas as “new” jobs.
