	Bill Summary TEU: Approve Council Member Schellenberg stated that the City’s minimum tower site lease fee is too high given current market circumstances and is discouraging potential lessors from utilizing City sites. Dylan Reingold said that the Ordinance Code needs to be amended to clarify that council members are appropriately involved in determining tower site, design and impact on neighborhoods, but would not be involved in negotiating lease rates. That is more appropriately an administrative function. Mr. Reingold and John Jones of the Real Estate Division answered questions about the current process, the determination of fair market value, and the potential market for such towers. Council Member Crescimbeni felt that cell phone towers are a very lucrative business and the City should think very hard before lowering its fees. DEFER
