Elections’ budget surplus to Banking Fund repayment; a savings in the
Elections budget may be needed to fill a deficit in the rest of the General Fund

explained the lease and the ASPCA’s interest in the facility to house animals
from a major cruelty investigation in the Panhandle. Councilman Crescimbeni urged the addition
of protections for the City against any liability from the ASPCA’s use of the
facility, including any responsibility for any animals brought to the
