	Bill Summary Fact Sheet The committee and Supervisor of Elections Jerry Holland discussed the bill’s intent and the role of the City administration in determining whether or not the Supervisor may propose a use for mid-year budget savings. The Council Auditor urged an amendment to take into consideration the overall status of the City budget at fiscal year-end before automatically transferring a Supervisor of Elections’ budget surplus to Banking Fund repayment; a savings in the Elections budget may be needed to fill a deficit in the rest of the General Fund budget. Councilman Crescimbeni urged the addition of protections for the City against any liability from the ASPCA’s use of the facility, including any responsibility for any animals brought to the facility.
