The committee discussed the history of the Town Center initiative, how many town center projects there are (approximately 15) and how many are maintained by private organizations under the auspices of signed maintenance agreements (4).  Council Member Schellenberg suggested that it would be helpful in attracting private sponsors and funding if signs could be posted at the sites thanking the donors, much like the “adopt-a-road” signs.  Council Member Gulliford questioned whether the City’s declaration that it would maintain all non-adopted town centers would cause current or potential private supporters to forego their support since it wouldn’t be needed.

CFO Ronnie Belton and Angela Moyer of the Budget Office explained the history of the current radio system and the new system that is currently being constructed to replace it, and the history of the JEA’s and the City’s funding of the two systems.  The existing system, constructed in 2003 and which is being abandoned because the manufacturer no longer supports maintenance of the technology, was amortized by JEA over 20 years.  The City is going to use available Banking Fund resources to pay off the remainder of its obligation to JEA at a lower interest rate than the current borrowing.  Council Member Gulliford suggested the need to word all future technology procurement contracts with strong language guaranteeing manufacturer support of the new equipment at least for the length of the amortization period of the borrowing for acquisition.  Mr. Belton discussed Banking Fund use and borrowing capacity.
