Bill Summary R: Amend/Approve (Fail) The committee engaged in considerable discussion with the
Council Auditors, a representative of the Special Events Division and Mr.
Gary Thomas, the leader of the local Martin Luther King Jr. Foundation that
organizes the parade, about the funding and operation of the event. Several council members noted that other
worthy events lost City funding during the last budget process and emphasized
the need to generate additional private sector funding for the event through
public/private partnerships. Council
Member Brown urged the funding be approved in order to promote equity in the
way the City supports parades honoring national holiday, specifically
referencing the City’s traditional support of the Veteran’s Day parade. AMEND/APPROVE

Deputy General Counsel Steve
Rohan announced that the Council would be holding a collective bargaining
impasse meeting next Thursday at 9:30 a.m. and cautioned the council members
not to speak to the Mayor and his administration, General Counsel Cindy
Laquidara, or any members of collective bargaining units about any collective
bargaining issues prior to that meeting.
The City has hired Mike Mattamore of Tallahassee as its expert labor
attorney to assist the Council in the impasse process and he and Mr. Rohan are
the appropriate points of contact for any questions or information about the
process.
