Land Use and Zoning Committee Agenda Meeting Minutes
August 7, 2012
1:00 p.m.
Topic: LUZ Committee agenda meeting
Location: Conference Room A, City Hall –
In attendance: Council Members Lori Boyer (Chair), Matt
Schellenberg, Bill Gulliford and Doyle Carter (arr. 1:10)
Jason Gabriel and Jason Teal – Office of General Counsel; Sean Kelly, Folks
Huxford – Planning and Development Department; Scott Wilson - ECA; Merriane Lahmeur and
Heather Pelegrin – Legislative Services Division; Jeff Clements – Council
Research Division; Chris Warren – Chamber of Commerce; Sam Mousa
Meeting Convened: 1:02 p.m.
Chairwoman Boyer reviewed the
marked agenda which included 3 items to be deferred, 5 items ready for action
(1 marked for withdrawal), 7 public hearings to be opened and continued, and 8 items
for second reading and re-referral.
2012-236 (appeal of Historic
Preservation Commission ruling on window replacement): the Chair will allocated
15 minutes each to the appellant and the Historic Preservation Commission for
presentations and rebuttal, to be divided as the parties wish. Other speakers on the issue will be given 3
minutes per person unless there is an overwhelming crowd, in which case the
time will be reduced to 1 minute per person.
2012-262 (rezoning on Loretto
Road): since the land use amendment was denied by the City Council, this
rezoning would be inconsistent with the current land use classification.
2012-366 (rezoning on St.
Johns Avenue): proponents and opponents of this rezoning for a Mellow Mushroom
restaurant location have requested deferral after the public hearing is opened.
2012-368/369 (rezonings on 3rd
Street and Old Gainesville Road): the applicant has not paid the required
advertising fee; if evidence of payment of the fees is not received before the
meeting then the items will be deferred.
Ms. Boyer announced that the
four rezoning action items will be taken up first, followed by the MOCA
Jacksonville window replacement appeal, then the Mellow Mushroom rezoning
public hearing.
