Summary
Ex parte: Schellenberg, Gulliford, Carter, Boyer, Redman Report: Jason Teal of the Office of General Counsel
outlined the issues involved in the original ruling and the appeal and
explained that the appeal is a de novo
review – the LUZ Committee may consider the record developed at the Historic
Preservation Commission and any new evidence presented today in making its
decision. Public hearing opened and closed. The commission listened to testimony from 5 speakers on
behalf of the appellant (UNF) and 3 speakers on behalf of the Historic
Preservation Commission. Numerous
questions were asked of the speakers regarding the appropriateness of
original vs. replacement windows, environmental considerations, cost
considerations, and the effectiveness and durability of different window
products. Motion/2nd to amend (Schellenberg/Carter) Motion/2nd
to grant appeal with condition (Schellenberg/Carter) AMEND/APPROVE
5-0 Amendment: 1. Grants Appeal 2. Adds the following condition: Each replaced window shall: (1) be properly
recessed within the opening, (2) fill the entire space filled both vertically
and horizontally, and (3) replicate the original window in design, including
the use of a raised exterior muntin. |
