Representatives of the neighborhood presented photographs of the subject property and complained about long-standing code violations and other annoyances from the operation of the facility.  Charles Mann representing the property owner stated that the property has been used as a junkyard since at least the 1940s and was in an isolated area then; surrounding development has brought neighbors in close proximity to a long-standing existing use.  The owner believes there are outstanding legal issues regarding the grandfathering of the use and the sufficiency of the City’s notice procedures.

Council Member Boyer stated that the timing of the Planning Department’s delivery of the LUZ agenda packets late on Friday afternoon prior to a Tuesday LUZ Committee meeting doesn’t give council members a sufficient opportunity to read through the materials and, if there is a question or issue, time to properly notice a meeting with another council member on Monday or Tuesday to ask questions or iron out issues prior to the meeting.  Sean Kelly explained that the Planning Commission meets on Thursday afternoon and the packets can’t be assembled, copied and distributed earlier than Friday afternoon.  Council Member Boyer asked if it would be possible for the Planning Department to electronically distribute the Planning Commission agenda to the LUZ Committee members when it’s distributed to the commission.  That way the LUZ members could be familiarizing themselves with the issues and would have an opportunity to ask questions and obtain information in advance, which might make the LUZ Committee meetings run more smoothly and efficiently.  Mr. Kelly agreed to provide the Planning Commission packet to the LUZ members in advance.

 

Council Member Redman asked those in attendance to pray for the family and friends of Dale Regan, Head of School of the Episcopal School of Jacksonville, who was tragically murdered on the school campus earlier in the day.
