the center has taken to reduce staff and expenditures that will enable the
center to operate in the black. |

ID funds resource There was a lengthy discussion after Elaine Spencer
explained what the ordinance/appropriation entailed. Council Member John Crescimbeni felt that
there was something wrong with how the current (City’s) system identified needs and the funding
process. Council Member Schellenberg
concurred. Ms. Spencer was asked to
have adequate answers and explanations for the following day’s meeting of the
Finance Committee. I.M. Sulzbacher CEO Funkenhouser
fielded a number of questions on this
measure, as well, particularly on the nature and statistics of Jacksonville’s
homeless population. She indicated
that upwards of 70% of Jacksonville’s homeless were Jacksonville residents. Women & children constitute a growing
majority of clients at the center and in homeless statistics as a whole. |
