The Substitute increases the City’s contribution from Available resources to $1,700,000 from $1,495,000 Recognizes contruibutions from State and Federal resources, approves a memorandum of agreement and the State of Florida

 

Council Member Ray Holt explained what the proposed legislation entailed and how the funding was put together.  Council Member John Crescimbeni introduced Barbara Broward and recalled the efforts that she and others led in 1989 with AES that culminated in the mitigation funds allocated for the acquisition of environmentally sensitive land in North Jacksonville.  Ms. Broward remarked on the history of the accord and its results and thanked Council  Members Crescimbeni and Warren Jones for their roles. 

 

Council Member Greg Anderson indicated that he would be abstaining on the vote because his employer has a relationship with one of the property owners (EverBank holds a mortgage).

AMEND/APPROVE 6 – 1 (Schellenberg)

Urging the Sheriff to use high crime area security cameras. The amendment limits the use to City parks without council authorization, requires the Parks Department to prepare the appropriate plan for the use of the cameras

 

Council Members John Crescimbeni and Warren Jones raised the issue of the costs of security cameras in light of the constraints that the Sheriff currently has with his budget.  Council Member Reggie Brown, the bill’s sponsor,  felt that it was more cost effective to acquire and install security cameras than paying for the damages that vandals were causing.  Kelley Boree, Director, Parks & Recreation, explained the difficulties that her department has encountered with secuirty camera equipment in the parks (in some instances, vandals actually shooting cameras out of commission).  Council Member Brown indicated that he was unaware of any security cameras in any of the parks in his Council District.

There was considerable discussion in the course of the deliberations on the proposed legislation.

Council Member Warren Jones explained the substitute and how it clarifies language in the bill.

Council Member Don Redman voiced his opposition to both the substitute and the bill itself.

Council Member Greg Anderson voiced his support of the proposed substitute and bill.

Proponents and opponents of the proposed legislation invited numerous attendees to provide the Committee with their respective perspectives of the proposed bill and its ramifications.
