There was a lengthy discussion on this item.  Jarik Conrad, Director of Employee Services, and Senior Assistant General Counsel Loree French apprised the Committee on the nature of the issues in the matter and how City employees are faring.  Some employees are being provided with salary advances pending reimbursement for expense incurred. 

 

Council Members wanted to know at what point (date) were Mr. Conrad and Ms. French aware that there was a problem with EBS and City employees; when did red flags first appear?  Council Members Crescimbeni, Schellenberg and Love raised questions about the history of the City’s relationship with EBS and  how the program was supposed to work.  Mr. Conrad remarked on how his staff is now engaged in monitoring all contracts and programs that the City has with vendors.  Ms. French noted that her responses to Council Members’ questions were somewhat guarded because litigation is looming.

 

The Chair  indicated that she expected to have experts at the next Committee meeting to apprise the Committee on their research and findings regarding EBS and the City’s relationship with the firm.

At the end of agenda items, there was one public comment.  Ms. Annalee McPhilomy felt that the City was not doing enough to eradicate the mosquitoes that have inundated her Westside neighborhood.  She felt that one helicopter to spray larvacide throughout the whole County was inadequate.

 

The Duval County Health Director, Dr. Bob Harmon, made a brief presentation to apprise the Committee on the measures that the County and State Health officials are taking to address the concerns raised about the tuberculosis issues in the homeless community recently reported in the press.  Dr. Harmon characterized the situation in Duval County as a cluster rather than an epidemic. With Dr. Harmon were Dr. Aaron Hilliard and Charles Griggs of the Duval County Health Department and  Ken Covington with the Clara White Mission.

 

There being no further business, the meeting was adjourned at 5:20 p.m.
