vehicles on public rights of way and visible from the rights of way). The ordinance’s sponsor, Council Member
Reggie Brown, explained that his intentions with the bill is to keep
Jacksonville beautiful, to rid the community of abandoned cars that were
eyesores. Council Member Kimberly
Daniels voiced some concerns that she had with the bill; Council Member John
Crescimbeni had concerns, as well.
Council Member Lori Boyer suggested language for the would clarify
some of the issues of concern.
Questions were field by Jack Shad of Public Parking. Deputy General Counsel Steve Rohan explained
what the current regulations are. |

Geoffrey Sample of the St. Johns River Water Management
District (SJRWMD) introduced Robert
Christiansen of SJRWMD who proceeded to narrate a presentation on the St. Johns
River Water Management District Lands Assessment – 2012. Water Management Districts are authorized by
Florida Statutes to buy interests in land for flood control, water storage,
water management, conservation and protection of water resources, aquifer
recharge, water resource & water supply development, and the preservation
of wetlands, streams and lakes. His
presentation touched upon a number of areas including the District’s fee simple
and conservation easement acquisitions, funding sources for District land
acquisitions, ownership by County, amount of money spent on acquiring
conservation lands, the disposition of lands (per Statutes), land management,
leased lands and revenue-generating agreements and District lands assessment.
Next, the Chair raised an issue of concern regarding the
Jacksonville Children’s Commission. The
Chair had previously distributed to the Committee Members a copy of a letter
that he received from the Chairman of the Jacksonville Children’s Commission,
Ken Wilson. Mr. Wilson contends that by
legislative director, Sec. 51.101, the Commission, as an “autonomous body” it
has the responsibility of filling the position of Executive Director. The Administration has communicated to the
JCC that as the executive branch of government, the administration should
appoint and hire JCC’s executive director.
A lengthy discussion ensued.
Council Member Boyer suggested the Office of General Counsel draft and
send a letter to the Mayor reminding him of what the Council’s intentions were
in legislating 5.101. Deputy General
Counsel Steve Rohan suggested that if the Council brought its concerns to the
attention of the Administration, from his experience, differences could be
amicably resolved. The Committee
instructed Jessica Deal to apprise the Mayor of its concerns with the issue
raised in Mr. Wilson’s letter.
Isryl related an incident of having his vehicle towed and
implored the Committee to review the City’s policies and procedures for towing
vehicles.
Council Member Kimberly Daniels addressed the Committee on
the concerns that she had with the proposed ORD-MC 2012-296.
There being no other business before the Committee, the meeting was adjourned at 3:58 p.m.
