The Chair indicated that both the Finance and Rules Committees would be holding a joint meeting to discuss Ordinances 2012-212 and 2012-213.  Since economic development came under the purview of RCDPHS, as well, the Chair announced that he was appointing a Subcommittee headed by Council Member Doyle Carter to review these two ordinances and come back with recommendations for the full Committee.  Council Members Matt Schellenberg and Robin Lumb would be Subcommittee members.

At the close of the regular agenda, the Committee turned to items on its priority list of matters that it felt merited further discussion and possible action.

 

On the health care and insurance issues, three TRUE (Taxation, Revenue, Utilization of Expenditures) and a former Commissioner.  The Commissioners commented on City of Jacksonville health care and insurance issues that the TRUE Commission had addressed in its work.  Commissioner Gamal Lyons, TRUE’s Health Insurance Sub Committee Chair, explained what TRUE’s mission was in identifying and studying areas where the City could save money.  Commissioner Marcella Lowe explained how the Commission had been involved with the issues since 2006 and the subsequent recommendations that the Commission had made to the Peyton Administration on City employees health and insurance policies.  Former Commissioner Randy Deen distributed a survey indicating that 27 of Florida’s 67 counties are self-insured.  He noted that the Duval County School Board was self-insured as well.  Commissioner Joe Andrews engaged the Committee Members on the issues that the City’s health care and insurance policies entail.  Robinson Bush was cited as a consultant that the City could turn to determine whether or not the City would be saving any money by being self-insured. 

 

Jarik Conrad, Director of Employee Services, addressed issues that the TRUE Commissioners raised.  He noted that the City contracts with a consultant named Gallagher; there will be an RFP to continue contract service before the end of the year.  Mr. Conrad indicated that the City could potentially save money by going the self-insurance route; he also alluded to past years where the City has saved money by being fully insured.  He said that the City is piloting a wellness program that would reduce risks and health costs. 

 

Acting Public Works Director Jim Robinson fielded questions on an incident involving a leak in the newly constructed Duval County Courthouse that resulted in damage to carpets, dry wall and ceilings.  The repairs that are being made will be covered by the contractor’s (Turner) insurance.  The incident will not delay the courthouse’s scheduled opening.

 

Kelley Boree, Director, Parks & Recreation Department, explained the issue surrounding the adjustment of operational hours for Hanna and Huguenot Parks.  On April 28th, with new parks employees trained and assigned, extended hours at the park will be in effect.  Andrew Howell, a beach enthusiast, commented on the importance of the extended hours at the parks for families.  Attorney Tom Ingram commented on the significance of Huguenot and Hanna Parks; he indicated that he was fearful of public access, parking or other issues that could close beaches or portions of the beaches in the days ahead. 

 

Because of the lateness of the meeting, Chief Ivan Mote, Chief of Rescue, Jacksonville Fire & Rescue Department, will return for the next Committee meeting to assist Council Member Robin Lumb in disseminating information findings on medicines and equipment for rescue units.
