Attendance:   Council Members Bill Gulliford (Chair), Lori Boyer, Matt Schellenberg, Robin Lumb; Assistant Council Auditor Janice Billy; Tiffany Dailey, Mayor’s Office; Kelley Boree, Parks & Recreation Department; Joe Whitaker, Paul Crawford, Ed Randolph, Jacksonville Economic Development Commission; Chris Quinn, Chamber of Commerce;  Executive Council Assistants Stan Johnson, James Nealis, Ricky Anderson; Marilyn Allen, Legislative Services; John J. Jackson, Council Research Division.

 

The Chair called the meeting to order at 1:28 p.m. and asked the Assistant Council Auditor, Janice Billy, to review her office’s marked agenda.

 

The Assistant Council Auditor explained the substitute for Item#7, ORD Approp $817,262 to move Salaries & Benefits for 6 Positions, with Revenue & Operating Budgets, from Admin-Spec Svcs Dept Fund to the Admin-Parks & Rec Dept Fund, due to City Reorg,

 

Council Member Lori Boyer requested that someone be on hand at the next Committee meeting to further explain Item #10, RESO Supporting Water Mgmt Structure & Functions as Delineated in Chapt 373, F.S. Prior to 2011 & Adequate Funding for Water Mgmt Dists; Opposing Centralization, Command & Control of Regional & Local Water Resources within Executive &/or Legislative Branches of Govt, or by Statewide  Bd or Authority & any Efforts to move Water from Public Ownership to Ownership or Total Control by Private Interests.  It was the consensus of the Committee members to await the Jacksonville Waterways Commission’s recommendations on the item before acting.

 

The Chair announced that at the end of the agenda items at the Committee meeting, he expected to raise an issue regarding employee health benefits as a matter for further discussion.

 

There being no further business, the agenda meeting was adjourned at 1:35 p.m.
