Christie Holechek of the Arts In Public Places staff provided the Committee with a presentation on the Arts in Public Places five-year plan for program development implementation as required by the Ordinance Code.  She gave a history of the program and cited work that was underway.  She noted that there were no recent acquisitions; emphasis has been on maintenance of art works that the City owns.  Council Member Brown inquired about art work in Council District 10; he felt that all of the art works were located downtown.  Council Member Boyer requested that the item be deferred a cycle so that she can confer with the Council Auditor’s Office on possible sources of funding for adequate maintenance of art works that the City currently owns.  Council Member Brown suggested that the City needed a grants writing division that would enable the City to identify and pursue grants for the Arts in Public Places program.  Council Member Carter suggested that public-private partnerships would be a good fit for the program.

At the close of the Committee’s agenda, the Members turned their attention to the priority list of items that the Chair asked the Members to compile on issues that merited discussion and study for possible Council action.

 

Council Member Boyer discussed crime free multifamily housing in the context work that the Jacksonville Journey had previously done in the area.  Items addressed included: making properties safer by investing in improvements and modifications for crime prevention standards.  She noted that not all multifamily housing complexes could afford to make the necessary modifications in lighting, landscaping, doors, etc.  She explained what CPTED (Crime Prevention Through Environmental Design) entailed in implementing making modifications for crime prevention.  Lease modifications were discussed, restricting rental units to people that harbored criminals in their respective housing units.  (In a public comment, Ysrael commented on the difficulties and unfairness of ex-felons, who have changed their lives for the better, to get leases for housing).

 

Council Member Brown raised issues related to the federal government’s Section 3 program; in particular, housing complex owners misuse of federal funds earmarked for low-income and disadvantaged clients.

 

Council Member Lumb asked if the Committee could consider the ramification of Jacksonville’s Veterans Memorial Arena issues at the next Committee meeting.
