Member Boyer had concerns and questioned Chief Person on the program and
funds that were from the General Fund and funds that were from the
grant. Chief of Detectives, Tom
Hackney, explained the position in question.
Council Member Boyer expressed her concern about what appeared to be a
failure of the JSO Budget Chief to communicate with Council Members and the
Council Auditor’s Office on information that both had previously requested
and that had not materialized. Dr.
Delphia Williams also explained the position and grant opportunities. |

(SCHELLENBERG) Council Member Schellenberg asked Council Member Gulliford
to explain the bill. Council Member Gulliford said that the bill is a response
to a presentation that a youth anti-smoking group made at the RCDPHS
Committee meeting when priority items for further study looked at what was
believed to be the tobacco industry’s outreach to young people. Council Member Schellenberg indicated that
as a free market thinker, he had some problems with the bill. |

PUBLIC COMMENTS
Having completed the agenda, the Committee turned its
attention to the Members’ priority list of items that merited further study and
possible recommendations for action.
Presentations would be made by spokespersons for the Jacksonville
Journey, the Early Learning Coalition and the Jacksonville Children’s
Commission.
Dave Roman, a spokesperson for the Administration, explained
the Jacksonville Journey’s mission and programs. He noted that the Journey was a targeted
program; a primary focus was on Health Zone 1 whose
economic and health issues made it prone for youth to engage in criminal
activity if not offered constructive alternatives and intervention at an early
age. He cited such programs as Team-Up,
Summer Camp, Summer Jobs, Gang Intervention, and the Juvenile Assessment Center
as some of the components of the Jacksonville Journey.
Council Member Gulliford commented that he thought some of
the support that the Journey had initially from the business community had
dissipated.
Council Member Brown lamented the lack of specific programs
that targeted youth between the ages of 16-24 who were out of school, out of
jobs, who had failed at everything. He
felt that there were no programs out there presently that addressed the needs
of these individuals. Council Member
Brown felt that there ought to be programs that provided these individuals with
some kind of vocational training.
Council Member Lumb felt that the School Board had to step
up to the plate and provide the kind of vocational training that Council Member
Brown had alluded to. He also suggested
that we consider the program that Jacksonville Youth Works, Inc., whose
representatives were in the audience, provided young, at-risk individuals.
Council Member Boyer noted that at a recent CPAC meeting,
she heard a representative from the School Board speak about the vocational
education offerings that the School Board had and that perhaps this School
Board representative could come before the RCDPHS Committee and share that
information.
Susan Main, Executive Director, explained the mission and
programs of the Early Learning Coalition.
In operation since 1999, the mission of the program is to prepare
children for kindergarten; it is a school readiness program. The coalition provides grants to provide
childcare while parents work-an aspect of the program that Council Member Daniels lauded. The coalition receives a grant from the
Jacksonville Children’s Commission in the amount of $2 million to work in
Health Zone 1. The coalition has 40
centers in the area.
Linda Lanier, Executive Director, explained the mission and
programs of the Jacksonville Children’s Commission as depicted in hand-out that
had been distributed that outlined the array of Commission programs and sources
of funding. Key in the JCC programs are prevention and early intervention.
Council Member Brown wondered if the now vacant Brewer Day
Care/Early Education facility is available for another day care center. Ms. Lanier indicated that we have far too
many day care centers; what we needed to focus on was improving existing day
care centers and quality care.
Council Member Brown was concerned that while the Commission
provides financial assistance for disadvantaged youth to attend summer camps,
there were no funds or resources available that could assist working class
parents defray summer camp costs for their children.
Owing to the lateness of the hour, the Chair requested that
the representatives of Jacksonville Youth Works, Inc.
return to the Committee at a future date when
an adequate allotment of time is available for their presentation.
There being no further business, the meeting was adjourned
at 3:47 p.m.
