2 items were ready for action; 2 items were being withdrawn; 5 items were being deferred and 10 items were being seconded and recommended for re-referral.

The Chair announced that at the close of the agenda, the Committee would continue to pursue the priority list of matters that the Committee felt merited further study.  Council Member Lori Boyer would have a presentation on the issue of reserves for capital improvements and maintenance projects and policy.

Council Member Kimberly Daniels raised the issue of parking spaces directly in front of City Hall/St. James Building.  It was her understanding that these parking spaces were there for Council Members but that  there was a preponderance of JSO and JFRD vehicles in those spaces. Assistant Auditor Janice Billy noted that the Ad Hoc Committee on Hemming Plaza had expressed a concern that there should be a greater, visible presence of JSO in the park and its parameter. Jessica Deal indicated that she would come back with some answers to the situation.

There being no further business, the meeting was adjourned at 1:35 p.m.
