There were a number of questions raised on this item regarding the manatee population, the number of manatee fatalities, the costs that the manatee count and monitoring entailed.  Assistant General Counsele Kristina Nelson fielded questions and assured the Committee that she would be in touch with Dr. Quinton White, Jacksonville University, whom the City contracts to monitor manatees in the County’s waterways, and forward the data that she acquires to the Committee Members.  Council Members Matt Schellenberg and Robin Lumb had requested specific data.

There was a lengthy discussion on this item.  Parks & Recreation Department Director Kelley Boree and Assistant Council Auditor Janice Billy fielded questions.

 

Council Member Matt Schellenberg questioned the needs and requirements of a park designed for dogs.  He felt that developing a dog park relegated parks for people less important.  Council Member Kimberly Daniels professed to be a dog lover but opposed this particular legislation deeming it inappropriate in the current economic climate.  Council Member Reggie Brown thought it important to respect and give District Council Members a degree of deference on matters that pertain to the needs and interests of a District Council Member’s district and constituents.  Council Member Schellenberg suggested that as stewards of the taxpayers’ money, Council Members should be concerned about all appropriations, regardless of whether that funding originated from individual Members’ bond accounts or from the general fund.

 

Council Member Robin Lumb inquired about other dog parks in the City, the degree of activity at those parks and their costs.

 

The Chair, Council Member Bill Gulliford, that that it was important to understand that we were not talking about a “dog park” per se but, rather, a park for people with pet dogs.

At the completion of the agenda, the Committee turned its attention to the priority list that the Chair requested of Members’ suggestions for issues to study and recommend for possible action.

 

Council Member Lori Boyer made a presentation on capital improvement projects.  She was particularly interested in to what degree the City’s capital improvement projects were always in compliance with the provisions of Section 106.109, Ordinance Code (Capital Improvement Funding).  The Council Member focused on capital improvement budgets that included operating costs.  She shared with the Committee the findings the Chief of Research Jeff Clements was able to provide her on other jurisdictions in Florida (Hillsborough County, Fort Myers, Tallahassee and others).  Operating budget impacts and operating costs associated with capital improvement projects were discussed.  Council Member Boyer suggested that the City require compliance with Sec. 106.109 and was uncertain as to whether the Auditor’s Office or the Budget Director should oversee compliance.

She wanted to know whether other jurisdictions in the State have capital reserve accounts.

 

Council Member Reggie Brown suggested that Jacksonville should be more involved with the Florida League of Cities that would enable us to learn more about the array of issues that Council Member Boyer raised and explored.

 

A major concern is operating and maintenance costs of CIP projects as  those projects progress.

 

Council Member Boyer concluded that she saw no need for any new legislation.  Both the Administration’s Jessica Deal and Assistant Council Auditor Janice Billy committed to working together to come up with a format that would include more pertinent information in CIP books on CIP projects.
