Council Member Boyer asked to have the program explained.  Jeffrey Wainwright explained that the facility is a work-release program for carefully screened inmates.  The inmates have jobs; their time away from the facility is closely monitored.  They are provided with counseling, preparation for GED certificates, personal budgeting, job training and other programs to prepare their re-entry into the community.

The Chair had initiated a priority list of topics that the RCDPHS could identify that merited discussion and possible action.  One of the topics that the Chair had suggested was the City’s relationship with the Beaches.  The Chair proceeded to review recent issues that have been raised in the recent history of the City’s relationship with the Beaches.  Among the issues reviewed:  the provisions of Interlocal Agreements relating to services that the Beaches paid in tax dollars to the City of Jacksonville for specific services.  Common interests were cited; contentious issues aired.  Council Member Lumb suggested that  a Council standing committee be appointed to meet on a quarterly basis to address issues regarding the Beaches and Baldwin.  Representatives from the Beaches, including Mayor Harriet Pruette of Neptune Beach, reviewed issues such as “tipping fees” at the City’s landfill, that had been contentious.

 

Sunrise Pictures, at the invitation of Council Member Kimberly Daniels, made a presentation.  The production company is shooting a Christian-theme movie in Jacksonville at Trinity Baptist Church and has hopes of moving their studios to Jacksonville.  The targeted market of the production company is the world’s Christian community.  The company hopes that the move to Jacksonville would result in the development of an entertainment center.

 

The Florida Department of Health/ Tobacco Free Jacksonville Coalition made a presentation on their efforts to discourage tobacco use, particularly with young people.  The group requested that the City Council join other local legislative bodies in approving a resolution in support of their anti-tobacco products use efforts.
