There were  two speakers on his bill.  The Chair announced that the Rules Committee Chair was conducting a workshop scheduled for 9:00 a.m., Tuesday, January 24, 2012, to gather background information on what the Sheriff is proposing, to hear from industry representatives and others and to deliberate on the proposed legislation.  The Chair suggested that the people who had come to the Committee meeting to comment on the proposed legislation attend the workshop but that he would enable those who wish to comment at this particular Committee meeting to do so.  Mssrs. David Foster and Arlen Vernimo decried the proposed bill; they felt that the small vendors would be penalized, that they were not able to comply with some of the requirements such as handling all of their transactions by checks rather than cash and storing transaction information into a data bank for the Sheriff’s use.
