questions about the effect of the expansion of the Urban Core Enhancement
Area and what particular activities are prohibited or restricted in that
zone. Council Members Crescimbeni and
Gaffney noted that they have received requests from constituents to expand
the enhancement zone even further to restrict unwanted behaviors in a wider
area of the city. Michelle Tappouni of
Springfield explained that area’s particular problems and needs with regard
to dealing with the homeless and panhandlers.
Mr. Gabriel explained the law and court precedents involved in
panhandling as a protected free speech activity. Council Member Lumb offered an amendment to the agenda’s
marked amendment to add several blocks of the Park and King commercial
district to the expanded Enhancement Zone and to change the name from the
Urban Core Enhancement Zone to the Central Core Enhancement Zone. AMEND/APPROVE
