Bill Summary Steve Rohan explained the substitute, which retains the
requirement for a finding of detriment to the public interest in order to
justify a mid-year CIP amendment and requires that the finding be explicit
and the CIP amendment bill approved by a 2/3 majority vote. The committee discussed the degree of
specificity needed for the finding and what constitutes “mid –year”. Council Member Crescimbeni propose an
amendment to reword and clarify that “mid-year” means any time during a fiscal
year other than the CIP approval process in conjunction with the annual
budget, which was approved. SUBSTITUTE/AMEND/APPROVE
7-0 Substitute
retains the requirement for a finding of detriment to the public interest in
order to justify a mid-year CIP amendment; requires that the finding be
explicit; requires that mid-year CIP amendment bills be approved by a 2/3
