Member Gulliford’s concurrence that would incorporate some of the amendments
suggested recently by the TRUE Commission.
The bill as amended would require a Council finding of detriment to
the public interest before amending the CIP in mid-year, but would delete the
TRUE Commission’s suggested language regarding highest and best use of the
available funds and would require a single 2/3 majority vote to approve

It was suggested that the Rules Committee schedule a stand-alone
special meeting to discuss just these two items. Chairman Bishop recommended that committee
members develop lists of written questions for each bill, keyed to page and
line numbers, for efficiency of debate.
Council Member Boyer said that representatives of the Taylor Homes
nursing home were in the audience and had requested that Council ensure that
the effective date of this ordinance not be prior to May 1, as a
pre-authorized IRB bond issue is set to take place on that date. The dissolution of JEDC prior to that time
