Committee members expressed support for the concept of having council meetings on free television, but did not want to mandate it in the Code and require the expenditure of funds as a higher priority than other potential uses.  Greg Radlinski of the TRUE Commission presented a recommendation of the Commission’s Legislative Tracking Committee that the Council either 1) defer action on the bill while researching the potential viewership and costs of alternative broadcast stations, or 2) add language making the mandate to broadcast contingent upon availability of annual funding.

Council Member Carter reported that ticket issuance for illegal parking in handicapped parking spaces has dropped precipitously since the function was moved from management by the Disabled Services Division to the Public Parking Division.  Several committee members felt that this indicated a management problem rather than a structural problem.  Jack Shad, Public Parking Officer, explained the office’s new location in the JEDC and its focus on downtown; handicapped parking enforcement is a citywide issue not confined to downtown.
