MINUTES OF THE REGULAR MEETING of the Council of the City of Jacksonville, held in Council Chambers, City Hall, Jacksonville, Florida, November 06,2012.  The meeting was called to order at 2:06 P.M. by Committee Chair Doyle Carter.  The meeting adjourned at 2:20 P.M.
