Assistant General Counsel Margaret Sidman explained what the substitute entailed; the substitute has a Maintenance Agreement between the Florida Department of Transportation and the City of Jacksonville; it authorizes the terms of an agreement between the City and Riverside Avondale Preservation that stipulates RAP’s obligations.

 

Council Member Jim Love, in whose district the park site is located, feels that this is a wonderful project  and  is an excellent example of a public/private partnership.
