Development, urged the Committee to approve the development agreement
legislation at this meeting. He was
aware of concerns raised at the Finance Committee earlier in the day; he felt
that issues raised at Finance were separate from a development agreement that
would bring high paying jobs to Jacksonville.
He explained that a concern had been raised in Finance over a
regulatory related issue – whether or not Advanced Disposal had been in
compliance with the Department of Environmental Protection in its operations
in Jacksonville. Mary O’Brien,

READ 2ND & REREFER
At the close of the agenda, the Committee discussed numerous
concerns.
Council Member Reggie Brown had just returned from a Drug
Abatement Response Team (D.A.R.T) operation in his Council District and shared
his thoughts on a number of concerns such as the displacement of residents in
DART-like operations, when housing units are condemned and residents are
required to vacate on a moment’s notice.
The Council Member felt that a number of City personnel were involved in
the operation and that the housing dwelling’s owner should be responsible for
the operation’s costs.
The Committee discussed the reported tuberculosis outbreak
in Jacksonville and whether or not authorities were transparent in information released for public
consumption.
Council Member Kimberly Daniels reported on the discussion that PHS
had on the impact of the recently enacted budget on fire/rescue services and
the potential for a reduction in those services.
There being no further business, the meeting was adjourned
at 3:05 PM
