5 - 0 Assistant Council Auditor explained the amendment. Council Member Stephen Joost had an issue with the notion
that the City should be taking on the task of operating the St. Johns River
Ferry when JaxPort ceases operations on September 30th. He felt that in light of the fact that FDOT
announced that it would be unable to provide the funds ($200,000) that ferry
backers had hoped to acquire from FDOT that was to be added to financial
commitments from the City and from JaxPort, the City was not obligated to take
on the ferry’s future operation. Mr.
Joost felt that the City ought not be in the
transportation business; the ferry’s operation, he felt, should be the
purview of the Jacksonville Transportation Authority (JTA). He said that he expected to raise this
issue with the JTA when the authority comes before the budget hearings in the
coming week. Council Vice President Bill Gulliford urged a
recommendation for approval of the ordinance citing timing constraints. He contended that too many people had
devoted too much time and effort to save the ferry, that the ferry had to be
saved at least for a year; in the event that the City’s operation of the
ferry did not work, the City would have the assets of the ferry (namely, the
ferry Jean Ribeault) to dispose of that would enable to City to recover its
investment. Council Member John Crescimbeni urged passage of the
ordinance. He noted that JaxPort was
having a special meeting of its Board the following morning, that September
30th was fast approaching and that he was anxious to work with the
City Council to ensure that the project (transfer) is successful. |
