The public hearing and discussion on the bill were lengthy.

Representing Signature Parkway, Attorney T.R. Hainline spoke in favor of the legislation.  He advised the Members that if the project’s funding in the bill was not approved before the Christmas break, all parties, in including the City, would have to pay more to complete the road projects.  He fielded numerous questions and explained previous fair share agreements associated with the road projects.

 

Sam Mousa, representing Steve Leggett and Signature Parkway and engineer for the road project, was supportive of the bill; cited escalating costs if the project was delayed.

 

James Bennett, Florida Department of Transportation, explained FDOT’s role in building the Future North Access Road.

 

Council Member Ray Holt, the bill’s sponsor, urged passage.  Both he and Assistant Council Auditor Janice Billy explained the substitute.  Council Member Holt said that if the Council Auditor’s Office saw any problems in the substitute before the next Council meeting, he was perfectly willing to have the bill re-referred to TEU.  The Council Member fielded numerous questions on the CIA/CRA Plan Amendment (prepared by Diettrich Planning) that was one of the exhibits.

Council Member Lori Boyer explained the amendment and the bill.  One of the projects in the bill has been deleted. Neighborhood residents were concerned that the nature of the curve made at the Arbor Lane crosswalk was dangerous; the sidewalks on Arbor Lane were deleted from the project.  Ms. Boyer apprised the Members of the merits of the Safe Routes to Schools program and urged them to consider the available funds for the schools in their respective Districts.  She was unable to answer Council Member Jim Love’s inquiry on whether the program’s funds were available to schools that were not public schools.

AMEND/APPROVE 5-0 (Remove reference to Sec 802.105)

 

Jack Shad, Public Parking, explained what the bill entailed.  In authorizing discounts for parking customers, the City  was trying to make its public parking garages similar to private garages; the goal is to become competitive with private vendors.  Council Member Matt Schellenberg wondered why the City could not sell its public parking garages and collect ad valorem taxes from subsequent privately-own garages?   Council Member Warrant Jones indicated that a previous City Council committee had weighed the pros and cons of selling City-owned parking garages.  Council Member Don Redman, who represents a good portion of the downtown, spoke in favor of the legislation saying that it would entice people and businesses to downtown.

Council Member Warren Jones spoke in favor of the bill; he urged support for the legislation because the proposed development project was a positive undertaking for the Brooklyn neighborhood; the project would result in improved infrastructure and economic development for Brooklyn.

 

Council Member Jim Love spoke in favor of the bill.  He indicated that the developer has had a good track record, citing successful work that the developer had previously done in Riverside.

 

When asked to explain the amendments, Assistant Council Auditor indicated that all of the amendments were technical in nature.

 

Chris Hand, Chief of Staff, Mayor’s Office, said that the administration is completely behind the proposed legislation and the development project that it entailed.
