OF A MIXED USE RESIDENTIAL AND RETAIL DEVELOPMENT IN THE BROOKLYN AREA OF
DOWNTOWN JACKSONVILLE, INCLUDING BY PROVIDING CITY FUNDING FOR DEVELOPER TO
