amendment. Council Member Matt Schellenberg requested an explanation
of the ordinance and Mr. Reingold provided the ordinance’s background. Mr. Curtis Hart provided further
explanation of the bill, particularly the public purpose of the project that
entailed the creation of jobs and economic development north and west of the
river, encouraging investments and jobs to the targeted area and generating
